EE, Motorola Solutions Only Bidders Left in Respective Lots for U.K.

The U.K. tender for the nationwide Emergency Services Network (ESN) is down to six bidders with only one potential commercial operator, EE, and one potential user services provider, Motorola Solutions, still in the running. The ESN is a public-safety commercial broadband network set to replace the country’s private TETRA network as early as 2017.

O2, the only other commercial operator still in the running after a final eight bidders were announced earlier this year, is no longer on the list of bidders. Hewlett-Packard is not on the updated list of bidders for user services either.

The Emergency Services Mobile Communications Programme (ESMCP) is a Home Office-led, cross-departmental program set up to provide less expensive communications services for emergency services with commercial broadband networks. The contracts for the existing emergency services systems provided by Airwave Solutions will begin to expire in September 2016. A replacement service is necessary, and re-competition is legally required by the expiry in 2020 of the existing contracts.

The current list of six bidders is as follows:
• Lot 1 (delivery partner): Atkins, Kellogg Brown and Root (KBR), Lockheed Martin and Mott MacDonald
• Lot 2 (user services): Motorola Solutions
• Lot 3 (mobile services): EE

The mobile services operator will provide broadband data service with full coverage in the defined area in Great Britain, along with extension services to offer coverage beyond the network. The user services provider will provide end-to-end systems integration for the ESN, public-safety application development and operation, and other services. The delivery partner will provide transition support, cross-lot integration, program management and other services.

The ESMCP website includes a program timeline with a contract award scheduled for late summer 2015 and initial service commencement in early 2017. The transition to the ESN will occur between 2017 and 2019 under the timeline.
