P25 CAP ISSI/CSSI Conformance Testing Program Moves Forward

The Department of Homeland Security (DHS) Science & Technology Directorate (S&T) is moving forward on the Project 25 (P25) Inter RF Subsystem (ISSI) and Console Subsystem Interface (CSSI) conformance testing program, with progress on the laboratory to conduct the tests and a test tool. Several documents around the P25 Compliance Assessment Program (CAP) ISSI/CSSI conformance testing program are also out for public comment with a March 14 due date.

DHS S&T plans to establish the Department of Interior (DOI) P25 laboratory in Denver as the ISSI/CSSI test lab. DHS S&T established an interagency agreement including funding with DOI at the end of last year. DOI is working to obtain accreditation to conduct P25 CAP testing. This accreditation process for DOI will be identical to the other laboratories that are part of P25 CAP, with the process expected to be finalized late this year or early next year.  

DOI is working to procure a conformance automated test tool from Valid8. The software will go through the P25 CAP validation process as well. DHS S&T plans to conduct an array of testing in coordination with DOI, Valid8 and the National Telecommunications and Information Administration (NTIA) before the Valid8 test tool is certified for use by P25 CAP. 

"The plan is for the Valid8 tool to be thoroughly examined including addressing any discrepancies in interpretation of the standard before it is used by DOI to conduct official testing as part of P25 CAP," said Sridhar Kowdley, program manager, DHS S&T Office for Interoperability and Compatibility. "DHS S&T intends to be very transparent through the test tool development process and document exactly what is being tested so that if a manufacturer wants to develop their own test tool they will have the relevant information to do so."

DHS has developed draft test documentation and published the documents for review and comments from industry. DHS S&T will review and adjudicate comments received. All comments and responses will be posted on the P25 CAP website.  Final documents are expected to be posted by June.

The next steps will include validating these test documents by testing with industry implementation of a number of CSSI and ISSI equipment early this summer and fall. RF Subsystem (RFSS) equipment supporting the ISSI and CSSI, as well as console equipment supporting the CSSI is included in the testing program.

An open public comment period to review the P25 Compliance Assessment Bulletin (CAB) addressing baseline ISSI and CSSI conformance testing requirements, as well as the latest version of the suppliers’ declaration of compliance (SDOC) template is underway.
