FCC Seeks Comment on ACD Telecom’s Frequency Coordinator Request (9/8/14)

The FCC is seeking comment on a request from ACD Telecom to be certified as a Part 90 frequency coordinator of public-safety frequencies in the VHF and UHF bands below 512 MHz, the 700 MHz narrowband frequencies and the 800 MHz public-safety frequencies, including the National Public Safety Planning Advisory Committee (NPSPAC) bands.

In 1986, the FCC certified four frequency coordinators in the Private Land Mobile Radio (PLMR) public-safety services. Each coordinator met the following criteria: representativeness of the users of the frequencies to be coordinated; the entity’s overall coordination plan (including how recommendations would be made and equality of applicant treatment); the entity’s experience coordinating frequencies in the service or technical expertise; and its nationwide coordination capability. Over time, the rules and frequencies coordinated have been modified, but the coordinators have remained the same.

On July 25, ACD filed a request to be certified as a frequency coordinator for Part 90 public-safety frequencies, stating that it satisfies the “representativeness” requirement. “It indicates that it has an effective coordination plan, has extensive PLMR technical expertise and nationwide coordination capability and is qualified to be a public-safety frequency coordinator,” the public notice said.
