The report, “Public Safety Spectrum & Systems: Which Pathways to Broadband PPDR Networks?” focuses on public protection and disaster relief (PPDR) usage worldwide, which is concentrated in a limited number of frequency bands. The report notes that 400 MHz is the most common frequency used for narrowband systems today, but the 700 MHz band is the best candidate at the global level. Allocations for broadband PPDR spectrum will be considered at the World Radiocommunication Conference 2015 (WRC-15) in November.
The report discusses pathways to broadband PPDR spectrum and systems for the next ten years. Key topics include a status of PPDR allocations, PPDR over Long Term Evolution-Advanced (LTE-A) and business models for PPDR.
