$115M in Federal 9-1-1 Grant Funds to be Available in 2018

9-1-1 grant funds authorized by the Next-Generation 9-1-1 Advancement Act of 2012 should be available in early 2018.

The act authorized $115 million in grant money from the AWS-3 spectrum auction for various activities related to 9-1-1 and next-generation 9-1-1 (NG 9-1-1).

The funds from the auction were transferred to the Public Safety Trust Fund in May 2016 and then transferred to the 911 Grant Program in September 2016. The National Highway Traffic Safety Administration (NHTSA) and the National Telecommunications and Information Administration (NTIA), which jointly administer the grant program under the act, are working on draft grant regulations, which should be available for public comment sometime this spring.

After the public comments process, the final regulations will be published, and grant applications will be accepted starting sometime in the fall. Grant awards will then follow in 2018.

The grants will be for the implementation and operation of 9-1-1 services, E9-1-1 services, migration to an IP-enabled emergency network, and the adoption and operation of NG 9-1-1 services and applications, according to the National 911 Program.

The Next Generation 9-1-1 Advancement Act was included in the Middle Class Tax Relief and Job Creation Act of 2012, the legislation that created the First Responder Network Authority (FirstNet). Subsection E of the tax bill outlined the $115 million in grant money, a new 9-1-1 coordination office, implementation plans and requests for reports.
