FCC Requests Comment on FirstNet Interoperability Matrix

The FCC is seeking comment on the First Responder Network Authority (FirstNet) proposal for interoperability compliance for states that opt out to build their own radio access networks (RANs).

In a June 5 ex-parte filing, FirstNet submitted an interoperability compliance matrix listing proposed FCC evaluation requirements associated with specific elements of the anticipated state plan categories. FirstNet stated that the matrix documents the technical standards that will be necessary to ensure a state or territory’s RAN is interoperable with the nationwide public-safety broadband network (NPSBN).

In a subsequent ex parte filing June 16, FirstNet submitted a revised interoperability compliance matrix. In the revised matrix, FirstNet proposed that the FCC’s review under the second statutory prong be limited to whether alternative state plans comply with recommended requirements four and five from the Interoperability Board report.

The Technical Advisory Board for First Responder Interoperability, established in 2012, released its recommendations to the FCC in a 2012 report. The report is here.

The report contains 11 requirements related to Third Generation Partnership Project (3GPP) standards. Requirement four from the report recommended that hardware and software systems comprising the NPSBN support access point names (APNs) defined for public-safety application network (PSAN) use. Requirement five recommends hardware and software systems comprising the NPSBN support nationwide APNs for interoperability.

The FCC is asking for comment on what extent the commission should use the criteria proposed by FirstNet when evaluating the interoperability of a state’s proposed RAN with the NPSBN under the second prong of the commission’s statutory interoperability analysis.

In a report and order released last week that establishes the standards and procedures the FCC will use to review state alternative plans for states that want to opt out of FirstNet and build their own radio access network (RAN), the commission addressed two interoperability requirements it will use to evaluate state alternative plans.

The first interoperability requirement must address the RAN-related interoperability requirements of the Technical Advisory Board for First Responder Interoperability. The second interoperability requirement is the state’s adherence to FirstNet network policies relating to technical interoperability.
