DHS Officially Announces ISSI/CSSI Testing Under P25 CAP Program

The U.S. Department of Homeland Security (DHS) announced the Project 25 (P25) Compliance Assessment Program (CAP) added Inter-RF Subsystem Interface and Console Subsystem Interface (ISSI/CSSI) equipment. The expansion allows P25 ISSI/CSSI equipment to be tested for interoperability by accredited laboratories.

DHS Science and Technology Directorate’s (S&T) is working to accredit laboratories to conduct the testing. The American Association for Laboratory Accreditation (A2LA) and ANSI National Accreditation Board (ANAB) — both DHS-recognized accreditation bodies that provide onsite assessment of testing laboratories as part of P25 CAP — are now ready to accredit testing laboratories for ISSI/CSSI Interoperability testing.

Once the laboratories are accredited by their respective accreditation body, they will be able to test manufacturers’ ISSI and CSSI equipment to P25 CAP’s interoperability requirements.

S&T published compliance assessment bulletins (CABs) outlining testing requirements for two types of testing — ISSI/CSSI interoperability and ISSI/CSSI conformance — earlier this year. This next step of accrediting laboratories for ISSI/CSSI interoperability testing brings the program closer to being able to include ISSI/CSSI equipment among its approved equipment that can be purchased with federal grant funding.

As vendors complete one set of tests, such as interoperability, DHS will post test results on an “ISSI/CSSI Equipment Testing in Progress” page. As vendors successfully complete both sets of tests for interoperability and conformance, DHS will publish completed results in the Approved (Grant-Eligible) Equipment List on the P25 CAP website.

S&T is validating an ISSI/CSSI conformance testing tool and anticipates that an accredited laboratory should be ready for conformance testing by spring 2020. In the meantime, S&T is also working on pilots with several vendors on their CSSI and ISSI equipment to conduct independent validation and verification of tools and to reduce program risk.

To participate in these pilots, ISSI/CSSI equipment manufacturers can email their intent to participate to p25cap@hq.dhs.gov.

DHS also announced that its clearance from the Office of Management and Budget (OMB) Paperwork Reduction Act (PRA) expired June 30, resulting in the temporary inability to post P25 CAP suppliers declaration of compliance (SDoCs). However, DHS determined that the number of manufacturers in the P25 marketplace causes the SDOC/summary test report (STR) collection to fall outside of PRA requirements. After confirmation from the DHS Office of the Chief Information Officer, S&T again can post submitted SDoCs and make STRs available upon email request.

DHS S&T is updating all P25 CAP templates to remove the OMB burden statement. For SDOC/STR submissions submitted prior to June 30 and currently posted on the Approved (Grant-Eligible) Equipment webpage, there is no further action to be taken until those testing documents are due to be updated. DHS will not make any changes to these documents.

Because it is possible that additional manufacturers may enter the marketplace in the future, DSH S&T will continue to pursue PRA clearance so that P25 CAP will be in compliance with PRA requirements in that event.
