Casias Named Deputy CEO for FirstNet

The First Responder Network Authority (FirstNet) Authority named Lisa Casias deputy CEO.

Casias previously served as the deputy of assistant secretary of administration (DASA) within the Office of the Chief Financial Officer and Assistant Secretary for Administration (OCFO/ASA) for the Department of Commerce (DOC).

FirstNet Board Chair Edward Horowitz noted at the board’s December meeting that Casias is familiar with FirstNet as she served as DOC’s deputy chief financial officer (CFO) during the request for proposals (RFP) process for the national public-safety broadband network (NPSBN) in 2015 and 2016.

“She has a deep understanding of our mission and our unique public-private partnership business model and also has served as a strong advocate of FirstNet success within the department,” Horowitz said. “I think Lisa’s financial expertise will serve us well as we move forward with our investment planning and other priorities, particularly as it relates to communicating those things throughout the government oversight bureaus, and she will also have oversight responsibility for the enterprise risk management and will report to the governance committee on that matter.”

Casias first started at the DOC in 1991 as the deputy assistant inspector general for financial statements audits in the Office of the Inspector General before moving to the OCFO/ASA Office of Financial Management as the deputy director of financial policy.

Prior to her government work, she was an audit supervisor with an international public accounting firm. Casias is a certified public accountant and has a bachelor’s of business administration degree in public accounting.

Ed Parkinson was named acting CEO of FirstNet following the resignation of former CEO Mike Poth in September 2018. Parkinson is currently listed as the executive director of external affairs and as performing the non-executive functions of the CEO on the website. He served as acting CEO from October 2018 to May 2019, according to the website.
