APCO Releases Sample RFP for NG 9-1-1 Procurements

The Association of Public-Safety Communications Officials (APCO) released a sample request for proposals (RFP) for next-generation 9-1-1 (NG 9-1-1) procurements. The association said the template will assist 9-1-1 directors and authorities with their procurement activities, allowing them to customize their RFP documents for all or portions of an NG 9-1-1 deployment.

The template does not suggest that the RFPs request a specific standard, such as the National Emergency Number Association (NENA) i3 NG 9-1-1 standard. Last year, APCO officials said interoperability should be achieved with RFPs that primarily establish objectives rather than requiring standards.

“There are numerous options available to solution providers to facilitate true interoperability,” said APCO. “For example, those solutions often involve the use of application programming interfaces (APIs) that are designed to facilitate linking dissimilar vendors and solutions through a common point regardless of standards.”

The template offers recommendations, guidance and specific operational requirements that will be of interest to any state or local official involved in the procurement process, especially state-level 9-1-1 officials and emergency communications center (ECC) directors and managers.

APCO said the goal is to better ensure that RFP responses and subsequent contracts meet ECCs' needs, with a particular focus on achieving interoperability, cybersecurity, innovation and cost transparency. APCO said the template was developed over several months by APCO staff and was vetted by ECC directors from across the country.

“APCO's hope is that wide use of this RFP template will serve to update and modernize the procurement process and place 9-1-1 professionals on the path to comprehensive, end-to-end NG9-1-1 solutions.”
