2,100 Licensees Complete 800 MHz Rebanding, 4 Licensees Incomplete

The FCC released an order to expedite the 800 MHz rebanding program and declared 2,103 licensees as having completed rebanding. The 800 MHz Transition Administrator (TA) reported that only four licensees, all in the Mexican border region, have yet to complete physical reconfiguration.

The FCC initiated the 800 MHz rebanding program in 2004 to alleviate harmful interference to 800 MHz public safety radio systems caused by their spectral proximity to the system operated by Sprint. Last year, the FCC released new rules designed to speed the conclusion of rebanding. 800 MHz licensees engaged in rebanding were required to submit notifications of unresolved disputes or executed completion certifications by Jan. 15.

If a licensee did not timely provide a completion certification as required, the commission deemed the licensee to have completed rebanding and all of its rights under the 800 MHz rebanding orders, including the right to the TA’s dispute resolution process and reimbursement of costs, would be terminated.

The TA advised that each of the 2,103 licensees listed in this order failed to meet the Jan. 15 notification deadline. Both the TA and Sprint verified that each listed licensee has completed physical reconfiguration, has not submitted a timely, accurate completion certification, and has no outstanding dispute with Sprint.

“Based on this documentation, we are satisfied that the listed licensees have been successfully rebanded and that Sprint has satisfied its rebanding obligations to them,” the order said.
