FCC Approves Plans for Three CBRS ESC Operators

The FCC’s Wireless Telecommunications Bureau (WTB) and the Office of Engineering and Technology (OET) approved updated or new environmental sensing capability (ESC) sensor deployment and coverage plans for CommScope, Google and Key Bridge Wireless.

The two bureaus along with the National Telecommunications and Information Administration (NTIA) and the Department of Defense (DoD) reviewed and approved the updated or new ESC sensor registrations, which sufficiently described the required proposed coverage for dynamic protection areas (DPAs) in the Citizens Broadband Radio Service (CBRS) band.

In the CBRS band, ESC is a network of sensors used to detect federal frequency use in the 3.55 – 3.65 MHz band in protection zones where U.S. Navy radar systems can operate. The ESC notifies the spectrum access system (SAS), which is an automated frequency coordinator (AFC) that manages spectrum in the band, of radar operation, and the SAS ensures that there is no interference between CBRS and radar operations.

Each certified ESC operator must operate in conjunction with at least one SAS that has been approved for commercial deployment by the FCC. Before providing commercial service for any given DPAs, where Navy radar communications are protected, each ESC operator must file a notification with the FCC. That notification must affirm that the approved sensors covering the DPA are constructed and operational and must list the approved SASs with which the ESC is communicating.

The bureaus found that CommScope and Google had satisfied requirements for one DPA and determined that Key Bridge had satisfied the requirements for 10 DPAs.
