Oregon County Selects Federal Engineering to Help with LMR System Update

Malheur County, Oregon, contracted Federal Engineering to provide public-safety consulting services.

“The Malheur County Sheriff’s Office has started phase one in a multiphased project to bring its LMR system up to date, improve technology, and address any weak coverage areas or ‘dead spots’ in our service,” said Lieutenant Richard Harriman, emergency manager for the Malheur County Sheriff’s Office (MCSO) and project manager for the county.

Malheur County’s LMR system is used by first responders, public works, road crews and other county and city services to dispatch services and communicate with one another via two-way radio. MCSO applied for and received funds in the fiscal year (FY) 2020 State Homeland Security Grant to contract out a full communications assessment.

“Federal Engineering, or FE, has performed a number of jobs in Oregon, both smaller and much larger in scale than what we expect in our Malheur County Assessment,” Harriman said.

Federal Engineering will assess the county’s public-safety radio communications and assist in planning and analyzing conceptual design alternatives. A Federal Engineering team visited Malheur County on March 8-12 and conducted interviews and performed site inspections of identified and available sites. The county will use the findings and recommendations from its assessments to improve, build and upgrade the current LMR system and public-safety answering point (PSAP) to bring the system and PSAP operations up to industry standards, federal government recommendations, and national best practices and to prepare for future growth.

“We expect FE’s assessment to provide us with an evaluation of existing system coverage, identification of feasible alternatives to improve coverage and user interoperability, and recommendations including a conceptual design and budgetary estimates,” Harriman said.
