FCC Seeks Comment on Reimbursement Clearinghouse for 3.45 – 3.55 GHz

The FCC is seeking comment on appropriate industry stakeholders to form a search committee to select a reimbursement clearinghouse to oversee the reimbursement of relocation expenses for certain secondary, non-federal licensees in the 3.45 – 3.55 GHz band.

Bidding in the auction for the 3.45 – 3.55 GHz band is set to begin on October 5. During that auction, 100 megahertz of spectrum in the band will be up for auction.

Previously, the FCC had determined that non-federal radiolocation licensees in the band would be relocated to the 2.9 – 3 GHz band. The FCC passed rules requiring new flexible-use licensees in the band to reimburse secondary, non-federal radiolocation licenses who were relocating.

As part of that process, the FCC passed rules allowing for the creation of a neutral, independent clearinghouse to oversee the collection and distribution of relocation reimbursement payments from new 3.45 GHz licensees to non-federal secondary radiolocation incumbents.

The commission determined that the search committee for the clearinghouse will be composed of nine members appointed by nine entities that the FCC determines reasonably represents the interests of stakeholders in the transition of the band.

As such, the FCC is seeking public comment on which industry stakeholders would best represent the interests of the band for the committee.
