California Fire Department’s Request to Modify TIS Service Area Granted

The FCC granted a request from the Foresthill Fire Protection District (FFPD) to modify its travelers’ information station to expand the service area.

The fire department request asked the FCC to allow it to provide a 2mv/m signal at 5.21 kilometers from the TIS transmitter site. A waiver is required because the commission’s rules limit TIS station coverage to 2 mV/m at 1.5 kilometers from the transmission site.

The FCC determined that granting the request was in the public interest. FFPD serves a remote community in Placer County, California, and the TIS station is used to provide critical information to residents and travelers in the event of an emergency or disaster.

The fire department said that the area is prone to hazards including “floods, wildland fire, earthquakes, landslides, hazardous material spills, limited communications reliability and other events.” Because of this, the FFPD asked for a larger coverage pattern than normally allowed.

“Foresthill has only one access and egress route and therefore, it is imperative that early warning and evacuation announcements be made through multiple communication platforms,” the fire department said in its request.

The fire department argued that due to extended PG&E public-safety power shutoffs, the TIS may be the only reliable way to provide critical information to members of the public. The department said that the enhanced signal coverage would “maintain the adequate coverage within and adjacent to its district for emergency services and would provide service to areas that lack service now.”

The FCC determined that the FFPD met the waiver standard. The FFPD provided an engineering study that demonstrated the lack of interference to the closest co-channel and adjacent channel stations, the commission said. The FFPD also demonstrated that it complies with the FCC’s TIS spacing rule.
