FirstNet Authority Awards Duyck Harlin R. McEwan Award

The First Responder Network Authority (FirstNet Authority) awarded Mike Duyck the Chief Harlin R. McEwan Public-Safety Broadband Communications Award at its Nov. 17 board meeting.

In presenting the award, FirstNet Authority Vice Chair Chief Richard Carrizzo highlighted Duyck’s work and leadership in the effort to secure the D-block for public-safety spectrum. That block of spectrum formed the basis for the FirstNet network. Carrizzo also noted Duyck’s work in educating fellow members of the fire services about the importance of public-safety broadband and his continued support of the FirstNet Authority and network.

“It’s been amazing to reflect on where we were before legislation was passed and where we are today,” Duyck said of the D block efforts. “It’s an amazing effort and it’s great to see where it is today.”

Before retirement, Duyck served as the chief of Tualatin Valley Fire and Rescue in Oregon. Duyck began his career more than 30 years ago and has served in all ranks of emergency services as well as fleet services, human resources, logistics, emergency management and government affairs. Throughout his career, Duyck served in various leadership positions to aid in the transformation of the nation’s 9-1-1 system, ensuring it is up to date, interoperable and secure against cyberattacks.

Following his retirement in 2019, Duyck has continued to make significant contributions to public-safety broadband communications. He currently represents the Metropolitan Fire Chiefs Association on the FirstNet Authority’s Public Safety Advisory Committee (PSAC) and the PSAC Executive Committee, the Public Safety Alliance and the Public Safety 9-1-1 Coalition.

The FirstNet Authority began the Harlin R. McEwan award in 2017 to recognize individuals who have contributed to the advancement of broadband communications for both daily public-safety operations, as well as incident and emergency response. The award is named after Harlin McEwan who was a key leader in the effort to secure the D block spectrum.
