National 911 Program, NCSL Release Summary of 2021 9-1-1 Legislation

The National 911 Program and the National Conference of State Legislatures (NCSL) made a summary of 2021 key enacted legislation available.

Every year, states consider or enact legislation aimed at improving and supporting the efficiency of 911 emergency communication services. The 911 Legislation Tracking Database serves as a resource for states seeking to improve their emergency communications operations or learn about neighboring legislative efforts in this field. States can compare recently enacted or modified 911 legislation in the database.

In 2021, 84 bills were enacted in 37 states, mainly involving mental health crisis hotlines, 9-1-1 funding, and training telecommunicators in telephone CPR (T-CPR), which involves telecommunicators providing CPR instructions to 9-1-1 callers over the phone. The following list covers legislative highlights from 2021:
• Four states – Arkansas, Oklahoma, Rhode Island and Texas – enacted bills that mandate telecommunicators to receive T-CPR training. These bills arose after the incidence of out-of-hospital cardiac arrest increased throughout the COVID-19 pandemic. T-CPR encourages 9-1-1 callers to perform CPR on people experiencing cardiac arrest prior to emergency medical services (EMS) arrival. Evidence indicates survival rates are two to three times higher among those who receive CPR prior to EMS arrival than those who do not.
• Two states – Mississippi and Montana – increased or created fees relating to 9-1-1 operations. Mississippi established a wireless service fee and increased fees for commercial and residential telephone subscribers, both of which will fund E9-1-1 operations.
• Five states – Colorado, Illinois, Maryland, Nebraska and Oregon – passed legislation focused on mental health crisis hotlines. Each of the bills focuses on redirecting people experiencing mental health crises to a mental health provider or crisis team.
