Parkinson to Leave FirstNet Authority for RapidSOS, Casias Named Acting CEO

The First Responder Network Authority (FirstNet Authority) announced that CEO Edward Parkinson will be leaving the organization. Deputy CEO Lisa Casias will assume the acting CEO position May 10.

“It has been an honor and a privilege to serve the public-safety community and deliver the communications network they’ve needed for so long,” said Parkinson. “Seeing FirstNet advance from concept to reality during my tenure has been exciting; the network is transforming public safety operations and enabling first responders to save more lives and keep their communities safer.”

Parkinson was named president, public sector at RapidSOS. Parkinson will continue RapidSOS' approach of integrating rich data from technology leaders, across the emergency response workflow in collaboration with thousands of emergency communication centers and major public safety software partners.

“I've been fortunate to have built a career working hand-in-hand with public safety organizations dedicated to saving lives and it's been a tremendous honor to be associated with these professionals," said Parkinson. "RapidSOS' collaborative approach to leveraging critical data in an emergency is a game changer. I'm excited to join this important mission: transforming emergency response together with public safety." Parkinson was one of the first employees at the FirstNet Authority and has served in a number of leadership roles since joining the organization in 2013. Parkinson was named acting CEO of the organization in 2018 and was named to the permanent position in 2020.

He was responsible for successfully coordinating network buildout plans with the governors in all 55 states and territories and Washington, D.C. He also directed the FirstNet Authority’s first set of investments into the network, which set FirstNet on a path to offering 5G services and expanded the fleet of deployables to enhance coverage.

"With Ed’s leadership, the FirstNet Authority has overseen the growth and advancement of the network and built strong, trusted relationships with the public safety community,” said FirstNet Authority Board Chair Stephen Benjamin. "We are grateful for the leadership and experience that Ed brought to the FirstNet Authority and wish him all the success in his future plans.”

Casias joined the FirstNet Authority in 2019 as deputy CEO. Prior to joining the FirstNet Authority, she served as the deputy assistant secretary for administration (DASA) within the Office of the Chief Financial Officer and Assistant Secretary for Administration (OCFO/ASA) for the Department of Commerce (DOC). Prior to that she served as the department’s chief financial officer (CFO) and director for financial management.
