About 150 stakeholders met in Boulder, Colo., this week to discuss the Public Safety Communications Research (PSCR) 700 MHz demonstration broadband network. The project aims to test and demonstrate the behaviors of a public-safety 700 MHz broadband network, including the applications that could run on top of it.

This week’s meetings comprise two tracks, one focused on public-safety expectations and requirements, and one track focused on vendor and carrier expectations and technical details. Representatives from federal, state, local and tribal public-safety agencies attended the event. In addition, vendor, carrier, academia, FCC and public-safety association representatives were at the meeting.

During Tuesday’s morning breakout sessions, small groups voiced their expectations for a nationwide public-safety broadband network and for the demonstration network. Details of the demonstration tests also were discussed.

Wednesday’s meetings included network planning and design and more technical requirement discussions, such as roaming, priority access, pre-emption and quality of service. Once the planning and design are complete, demonstration tests will take place at sites in Boulder and Washington.
