European Public-Safety Group Joins NPSTC (5/31/12)

The National Public Safety Telecommunications Council (NPSTC), a federation of public-safety organizations, has a new member, the Public Safety Communications Europe (PSCE).

“Speaking with one unified voice provides a clear and strong message from the public-safety community,” said NPSTC Chair Ralph Haller. “The joint NPSTC/PSCE participation will enhance the development of wireless broadband communications, which will improve public safety’s service for citizens in the United States and Europe.”

PSCE works to improve the provision of public-safety communications and information management systems and the safety of the citizens during crisis and emergency situations. The group has been lobbying for dedicated broadband spectrum for public safety.

“Harmonizing technology and frequency spectrum is key for the cooperation of public-safety organizations internationally,” said Manfred Blaha, president of PSCE. “It is our hope to work together, not only in the United States and Europe, but globally, with our colleagues from Canada, Australia and Asia/Pacific areas.”

Earlier this month, the Global Alliance of the Association for Public-Safety Communications Officials (APCO) and the TETRA + Critical Communications Association (TCCA) announced they will work together to support the U.S. Public Safety Communications Research (PSCR) laboratories.

PSCR staff worked with TCCA earlier this year to potentially add public-safety Long Term Evolution (LTE) requirements through the 3GPP standards process. PSCR representatives were having a difficult time convincing the 3GPP standards groups that LTE would be a standard for public-safety communications outside the United States. Phil Godfrey, chairman of TCCA, wrote a TCCA letter to 3GPP, supporting the U.S.-based request for public-safety standards for LTE.
