Broadband White Paper Outlines Resource Exchange Concept for State, Locals (9/23/13)

The Association of Public-Safety Communications Officials (APCO) International Broadband Committee released a white paper titled “Exploring Business Tools for Leveraging Assets.”

The 25-page paper outlines a “resource exchange framework” that could be a model to leverage public safety’s investments and compensate an asset owner for its contributions. For example, a county may provide access to its tower and ground space. The model would credit the county for use of that asset and offset those credits against the county’s total broadband service fees.

“This document will present recommendations, insights and open questions for NPSBN stakeholders and especially state and local agencies looking to provide in-kind contributions to the NPSBN,” the abstract said.

The white paper explores business tools, methods and techniques that will fuel and support leveraging state, local and tribal (SLT) and commercial assets for use in building and operating the nationwide public-safety broadband network (NPSBN). The paper focuses on asset standardization and valuation methodologies that could simplify negotiation, cost modeling, assessment and use of SLT resources needed for the broadband network.

The paper also includes a site information questionnaire, site readiness assessment information, and case studies from Michigan and the San Francisco Bay Area.

“The APCO Broadband Committee is great to work with because they bring a wonderfully diverse and talented group together,” said Cynthia Wenzel Cole, who chaired the subcommittee. “The team was able to generate some creative ideas around how assets could be contributed to the FirstNet network without creating an unwieldy bureaucracy.”
