New Hampshire Awards LTE RAN Contract to Rivada

The New Hampshire Department of Safety signed a no-cost agreement with Rivada Networks. Under the agreement, Rivada will develop a radio access network (RAN) plan for the state to compare with the First Responder Network Authority (FirstNet) public-safety broadband state plan next year.

“A nine-member subcommittee evaluated the proposals, and of the five responding vendors, only two meet the qualifications needed, with Rivada networks providing the best comprehensive and complete proposal response,” a letter from Department of Safety Commissioner John Barthelmes said.

Last month, the New Hampshire Department of Safety released a ranking of vendors that responded to its request for proposals (RFP) for a Long Term Evolution (LTE) network. Rivada Networks topped that list.

"There is no decision here to opt out of FirstNet at all," said John Stevens, New Hampshire single point of contact (SPOC). "What we’re trying to do is provide the governor and executive council a viable option once that decision needs to be made."

The completion date of the agreement is May 1, 2018.

"This is a no-cost agreement," Stevens said. "This agreement suggests that Rivada will provide an alternative plan to the FirstNet option. If we were to move forward with a  service agreement to build that RAN, that would be another contract that would go before the governor and council."

An amendment to the contract was approved unanimously. The final vote on the contract was 4-1, with Councilor David Wheeler voting against it, said William Hinkle, communications director for the New Hampshire Office of Governor.

“New Hampshire’s decision to conduct this procurement and make an award means that New Hampshire’s governor and executive council will be in a position to make an informed decision about what’s best for the state and its first responders,” said Joe Euteneuer, co-CEO of Rivada Networks.
