Michigan Releases Public-Safety Broadband RFP

The state of Michigan released a request for proposals (RFP) to provide an alternative to the offer from the First Responder Network Authority (FirstNet). The RFP invites qualified entities to submit a proposal for the design, installation and operation of a statewide broadband wireless system to serve Michigan public-safety entities.

The Michigan Public Safety Broadband Network (MPSBN) must be fully interoperable with the FirstNet nationwide public-safety broadband network (NPSBN). The state will consider RFP responses in weighing its options for a MPSBN. The RFP contemplates a public-private-partnership (PPP) with an entity that meets the qualifications of a wireless network operator with one or more national wireless networks for roaming service.

The Michigan legislature has not appropriated funds to enter into an agreement with a supplier of the RFP. The MPSBN must be financially self sustaining for the anticipated lifespan of the network.

If the state moves forward with the project, the partner will be required to develop a self-sustaining business model leveraging the licensed 20 megahertz of 700 MHz band 14 spectrum within Michigan to build, deploy, operate and maintain the NPSBN to serve public safety and may elect to monetize the excess capacity to provide commercial service to end users.

This RFP follows an objectives-based approach, in contrast to a requirements-based RFP in which much detail is contained. Objectives are generally in parallel with those expressed in the FirstNet RFP.

New Hampshire awarded its state FirstNet RFP to Rivada Networks last year. Alabama released a state radio access network (RAN) RFP last year, and Colorado plans to release an RFP later this month or in April. California released a request for information (RFI) for a statewide public-safety RAN in November.
