California Releases Public-Safety LTE RFP

The California Governor’s Office of Emergency Services released a request for proposals (RFP) to provide the state with a public-safety broadband network that will fully interoperate with the First Responder Network Authority (FirstNet) network.

The proposed network would be known as the California Emergency Services Network (CalESN). The RFP seeks the creation of a no-cost solution, other than those wireless rate plans identified, while providing the professional services, products, equipment and warranties required to design, build, deploy and update a statewide wireless broadband system.

The award is contingent on the state’s decision to opt in or out of the FirstNet network, and the RFP is not an indication that the state has decided to opt out of FirstNet.

Submissions to the RFP are due Dec. 6 and a notification of intent to award is scheduled for Dec. 29, the day after the deadline for states to decide whether or not to opt in to FirstNet.

California is one five states with an early builder public-safety broadband network. Los Angeles Regional Interoperable Communications System (LA-RICS) Executive Director Scott Edson talked earlier this year about his hope that FirstNet and industry partner AT&T will take advantage of the early builder network and the staff’s knowledge and experience.
