MCOP Releases First API to Address MCPTT Interoperability

The Mission-Critical Open Platform (MCOP) released a middle layer application programming interface (API) for mission-critical Long Term Evolution (LTE) user end (UE) devices. The API, which aims to address mission-critical push-to-talk (MCPTT) interoperability problems, isolates a device application from the communications framework.

The MCOP Unified Open API (MUOAPI) works on any device operating system (OS), and software development kits (SDKs) will be demonstrated in May and June at industry conferences.

The open standard will benefit public-safety LTE device manufacturers to ensure interoperability among MCPTT applications. The standard will allow the transition from IT departments to mission-critical suppliers to reduce the barriers to entry, said Fidel Liberal, MCOP coordinator.

“There’s no need for every UE developer to do all the different interfaces,” said Liberal. “Developers can support this one API, and it’s publicly available.”

The API is not carrier dependent; AT&T could potentially include it in its First Responder Network Authority (FirstNet) App Catalog, he said.

The MCOP began last June and runs through June 2019. The project’s goal is to define an open platform including different levels of APIs. The middleware will reside between the OS and the device hardware.

The API is available on the MCOP website, and organizers are looking for feedback from the developer community.

The project will eventually validate the architecture, maintain a live onsite and online test bed, and disseminate the project’s results. MCOP partners include the University of Basque Country in Spain, Bittium, Expway and TCCA. The project received funding from the National Institute of Standards and Technology (NIST) through the Public Safety Innovation Acceleration Program (PSIAP).
