Frequency Coordinators Reach Agreement on 800 MHz EB/GB Mutual Exclusivity Rules

The 11 frequency advisory committees (FACs) eligible to coordinate license applications for 800 MHz expansion and guard band (EB/GB) channels have unanimously signed a memorandum of agreement (MOA) that will govern frequency coordination processes.

The 800 MHz EB/GB spectrum was made available under new FCC rules adopted in October, and last month the FCC announced the dates and procedures for submitting applications in the channels. However, the FCC-certified FACs had not reached an agreement on 800 MHz application processing protocols after a year of effort.

The FCC required FACs to adopt processes that entirely eliminate the prospect of multiple FACs submitting applications to the FCC that are mutually exclusive. Mutually exclusive applications are two applications requesting the same licenses and submitted to the FCC at about the same time.

The coordinators this week agreed to a precoordination date of May 16 at 10 a.m. EST, a time and date stamp (Z1 record) to determine filing priority, and a reliance on best engineering practices to resolve issues of mutual exclusivity.

β€œIt has been a long and hard fought battle to reach consensus,” said Land Mobile Communications Council (LMCC) President David Smith. β€œI am gratified that despite their differences, agencies were able to come together for the benefit of applicants and the land mobile community as a whole.”

FACs participating in the MOA are American Association of State Highway and Transportation Officials (AASHTO), the American Automobile Association (AAA), the Association of American Railroads (AAR), the Association of Public-Safety Communications Officials-International (APCO), the Enterprise Wireless Alliance (EWA), Forest Industries Telecommunications (FIT), the Forestry-Conservation Communications Association (FCCA), the International Municipal Signal Association (IMSA), MRFAC, Utilities Technology Council (UTC) and the Wireless Infrastructure Association (WIA).
