Piper Networks Requests Waiver for Train Positioning System

Piper Networks filed a request for waiver of FCC rules to allow Piper to obtain equipment authorization for installation and operation of its enhanced transit location system (ETLS), a train positioning system for use on subway and commuter trains in urban and outdoor areas.

Piper said it is designing the ETLS to operate under the Part 15 ultra-wideband (UWB) rules in the 3.2 – 3.7 and 4.243 – 4743 GHz bands, as well as under the Part 15 wideband rules in the 6.24 – 6.74 GHz band. Once built, an ETLS deployment would only require use of one of these three frequency bands.

FCC rules to use the 3.2 – 3.7 and 4.243 – 4743 GHz bands require UWB devices to be handheld and not employ a fixed infrastructure. The rules further prohibit the use of antennas mounted on outdoor infrastructure. Because Piper plans to affix its devices to trains, tunnel walls and short wayside structures, the company seeks a waiver of this rule.

FCC rules governing operation of wideband systems in the 5.925 – 725 GHz band prohibit the use of fixed infrastructure and set a radiated emission limit of -41.3 dBm effective isotropic radiated power (EIRP) for operations in the band. Piper seeks a waiver of these rules to accommodate its train and trackside deployment plan. Piper seeks a waiver to operate at a higher power level to compensate for the lower propagation characteristics of this frequency band compared with those at 3.2 – 3.7 and 4.243 – 4743 GHz.

The FCC is seeking comment from interested parties. Comments are due Sept. 23, and reply comments are due Oct. 8.
