UTC Board Priorities for Rest of 2020 Include Broadband, Spectrum

During its board meeting in August, the Utilities Technology Council’s (UTC) board of directors approved a series of resolutions that set the association’s policy priorities for the rest of the year.

Traditionally, UTC resolutions are approved by core utility members during the membership meeting at the UTC’s annual Telecom and Technology Conference. Because this year’s conference was postponed from May to August and held virtually, the board of directors exercised its authority under UTC’s resolutions process to vote on the resolutions in lieu of the membership.

In the “Resolution on Utilities Empowering Broadband Deployment, Supporting Federal Broadband Funding,” the UTC supported and encouraged the federal government’s funding opportunities to expand broadband deployment throughout the U.S. and urges that all barriers to electric utilities accessing funding opportunities be eliminated. The resolution also encouraged state public utility commissions to support programs that permit their regulator investor-owned utilities to provide appropriate measures to assist the expansion of broadband in their service territories and recommends that electric utilities of all ownership types and sizes empower broadband deployment.

In the “Resolution on Holistic Utility Spectrum Strategy,” the UTC called for a broad, holistic conversation on the energy and water industry’s spectrum needs. This discussion should include but not be limited to exploration of suitable bands for utility purposes, potential sharing with federal agencies, adequate protections for utility spectrum needs and future utility spectrum needs.

The resolution also established a working group to propose a national utility spectrum plan that will outline the industry’s use cases for current and future spectrum needs and the best way to pursue those needs.
