FCC to Begin Accepting 900 MHz Broadband Segment Applications May 27

The FCC’s Wireless Telecommunications Bureau (WTB) announced that it will begin accepting 900 MHz broadband segment applications May 27.

Last May, the commission realigned the 900 MHz band to make 6 megahertz of low-band spectrum available for the development of critical wireless broadband technologies and services while reserving the remaining 4 megahertz for continued narrowband operations. That transition will enable next-generation, mission-critical applications that are not available from current narrowband systems and will help to meet the evolving technological needs of industries that can provide crucial services to the public, the FCC said.

The new 900 MHz broadband segment consists of paired 3 megahertz blocks for a total of 6 megahertz and will be licensed on a geographic per county basis.

All 900 MHz broadband segment applicants must demonstrate in their application that they satisfy the eligibility conditions and submit a plan for transitioning the 900 MHz band in the particular county requested. The applicant must also file, within 15 of filing its 900 MHz application, an application to cancel all of its 900 MHz SMR and business and industrial land transportation (B/ILT) spectrum, up to 6 megahertz, for the county in which it seeks a broadband license, conditioned upon the commission granting its underlying 900 MHz broadband license application.

Applications in a condition acceptable for filing will be placed on public notice for 30 days, during which time interested parties may file petitions to deny. If the commission finds that the applicant has satisfied the eligibility restrictions, application requirements and anti-windfall provisions, and that grant of application is in the public interest, it will grant the application and issue a 6 megahertz broadband license for the requested county. After the grant of the license, a new 900 MHz broadband license may begin operation in the applicable county, subject to protecting covered incumbents.
