PSCE Announces New Board Chair

Public Safety Communications Europe (PSCE) announced Monika Buscher as its new board chair.

Buscher was the chair of PSCE’s research committee and is a professor of sociology at Lancaster University in the United Kingdom. She is director for research and director of the Centre for Mobilities Research, leading projects on the datafication of risk governance.

The platform that she initiated develops guidance for digital ethics and responsible innovation in disaster risk management in collaboration with the PSCE network and a growing international community of practitioners, developers and researchers.

"As president of PSCE, I intend to maintain our efforts and focus on European operational mobility through 5G and beyond,” Buscher said. “The pan-European communications infrastructures that BroadWay and BroadGNSS are building are critical for whole society security. Innovation through procurement indeed seems a most promising avenue for translating the ambitious and challenging requirements that PPDR poses into real support in the hands of practitioners. A second highlight is our work on the climate emergency. The challenges are only going to become more pressing as we proceed further into a 21st Century of disasters. Our work on the climate emergency pioneers a deep understanding of what this means for PPDR and we can show how society can better prepare by supporting PPDR practitioners. Finally, we will continue our activities in the area of satellite communications for PPDR and our fruitful partnership with ESA in order to define the needs and the added value these technologies can bring to practitioners.”

Meanwhile, Charlotte Roesener was elected chair of PSCE’s industry committee. She succeeds Harold Linke who is stepping down after nine years of service to the committee.

Roesener has worked at Frequentis since 2013, where she has been driving critical communication applications in the public-safety domain as product manager. Since 2018, Roesener has been new business development manager with a focus on mission-critical broadband communications. In recent years, Roesener has also been participating in and contributing actively to diverse TCCA and Global Certification Forum (GCF) working groups.

"We are currently facing interesting times in the Public Safety community, where new technologies, when used ingeniously, have the potential shift the paradigm in operations empowering public-safety organizations to face the increasing challenges in an unprecedented way,” said Roesener. “My intention is to support the public-safety industry in finding the best way for shaping products which target the most pressing need in this field. The activities in PSCE shall foster solutions that will comprise success stories for the vendors and users alike."

The new board is Buscher as president, David Lund of PSCE as past president, Uwe Kippnich of the German Red Cross as vice president and treasurer, and Roesener as relation and communication officer.
