The FCC granted requests from AT&T and Verizon for special temporary authority (STA) to use additional spectrum to help meet Americans’ wireless broadband needs across the country during the national COVID-19 emergency. AT&T was granted authority for 60 days to operate in AWS-4 band spectrum licensed to Dish. In addition, AT&T and Verizon were granted similar authority to use AWS-3 spectrum currently held in the FCC’s inventory.

The FCC released an order to expedite the 800 MHz rebanding program and declared 2,103 licensees as having completed rebanding. The 800 MHz Transition Administrator (TA) reported that only four licensees, all in the Mexican border region, have yet to complete physical reconfiguration.

The FCC granted a request from Hudson County, New Jersey, for special temporary authority (STA) to operate its travelers’ information station (TIS) at 100 watts, rather than 10 watts as limited by the FCC’s rules. Hudson County filed the request to expand the TIS signal’s reach during the national- and state-level emergencies associated with the Novel Coronavirus Disease (COVID-19) pandemic.

The FCC extended the deadline for certain licensees in the 3.65 – 3.7 GHz band to transition existing Part 90 operations, used to provide high-speed broadband, utility communications and other essential wireless services, to the Citizens Broadband Radio Service (CBRS). Part 90 licensees that would have been required to transition before Oct. 17 now have until Oct. 17 to complete their transitions.
